Police introduce the concept of average speed

The Romanian Police Traffic Safety Project comes with a series of novelties that aim to reduce, first of all, the large number of road accidents.
This includes the concept of "average speed" or a simplified mechanism for determining sanctions, when the owner of the vehicle is also its regular driver, as explained at a press conference by the Secretary of State in the Ministry of Internal Affairs, Bogdan Despescu:
Bogdan Despescu: We propose simplifying the communication procedures with vehicle owners and drivers. Here too, we plan to reduce the costs borne by taxpayers and relieve traffic police of administrative tasks. Thus, police officers will act more in the field, in support of traffic participants, to eliminate traffic dangers that cannot be determined by automated means, such as alcohol or drug consumption. A second level of novelty refers to clearer rules. We introduce the concept of average speed. This concept is achieved by determining the average speed, from one point to another, on a certain road sector. We also introduce a simplified mechanism for determining penalties, when the owner of the vehicle is also its regular driver.
