Almost 200.000 Ukrainian refugees were in Romania at the end of 2025

Almost 200.000 Ukrainian refugees were in Romania at the end of last year, official data show. A report published on Tuesday by the Romanian office of the United Nations Refugee Agency, four years after the outbreak of the war in Ukraine, shows that, currently, 65% of the Ukrainian families who arrived in Romania do not have enough resources for an entire month, and 24% say they have reduced their food consumption.
Pablo Zapata, the agency's representative in Romania, spoke to RRA reporter Alexander Avram about the efforts that the United Nations is making to support refugees.
Pablo Zapata: Today, four years after the start of the war in Ukraine, I showed a message of solidarity, alongside government and state officials, along with ambassadors of donor countries and partners working for refugees. Solidarity is proven by deeds, through which we can also show how refugees integrate in Romania and how they contribute to the national economy and the life of the country.
Our role is to try to cover those areas that no one else covers, where state services, for example, do not reach and where these services are needed. At the same time, we encourage solidarity. Our priority is clear - to promote social cohesion, to support the most vulnerable and to offer refugees the chance to integrate into the social and economic life of Romania.
