Prime Minister Ilie Bolojan met with the five deputy prime ministers of the cabinet at Victoria Palace to discuss the measures that will be included in the fiscal package to balance the budget deficit. Political sources say that the government is expected to take responsibility for this project before parliament.
Alina Stanuta explains what this procedure entails: "According to the Constitution, the government can assume responsibility before the Chamber of Deputies and the Senate in a joint session on a program, a general policy idea, or a bill. The procedure is usually chosen when the executive wants to quickly adopt certain measures.
The advantage of this procedure is that, in the absence of parliamentary debates, only amendments agreed upon by the executive are accepted in the program for which the government assumes responsibility. On the other hand, the government risks dismissal if, within three days of its presentation to Parliament, a motion of censure is tabled and approved.
The Constitution also states in Article 114 that if the government has not been dismissed, the bill is considered adopted, and the implementation of the program or general policy statement becomes mandatory for the executive".
