Elimination of investments that cannot be completed by August 31, 2026 from NRRP financing

The government intends to finalize by Tuesday the text of the emergency ordinance that eliminates from NRRP financing investments that cannot be completed by August 31 next year. These are measures that would be included in the second package of fiscal-budgetary measures.
Thus, only projects that have reached an execution level of over 30%, and the work plan foresees completion in the following year, would receive funds. For investments that have not reached the 30% execution threshold, financing will be suspended, and those that have not even started will be eliminated.
With details, RRA editor Andrei Serban: "Basically, projects that are only on paper and in which the builders are not on the construction sites will be removed from financing from the NRRP with borrowed money. The Minister of European Funds, Dragos Pislaru, said that now, very important, is for the Executive to focus on projects that will certainly be completed by the end of August next year.
Dragos Pislaru: We are putting things in order so that we can focus on what is feasible to do in a year, so that we can, in these budgetary constraints that we have, finalize projects, following that the other feasibility studies or technical projects for those that have not started work or projects that are in an early stage can be, perhaps later, continued on other sources of financing. So the problem is not that they will be completely abandoned, but only that in the constraints that we have now it is important to put things in order and focus on those which can be implemented immediately.
This draft emergency ordinance was analyzed in first reading on Thursday, and the intention of the Executive is for it to be adopted in the meeting next week.”
