"I think it is my duty and yours to find solutions for on or about June 1to reintegrated budgetary salaries," said the President.

President Traian Băsescu resumes thus indicating a period which said at the Ungureanu government installation.

"I expect after the first quarter, if the economy confirming expectations , to begin restoring the living standards of people," said then President.

Subjected increasing of wages is mentioned in the government program and has been stated by several MPs of the ruling coalition that over several months will try to run for another term in the legislature.

"I have to mention the government concern for prudent increasing salaries and pensions if economic conditions permit", said Ungureanu presenting the program of government.

Budgetary salaries were cut in 2010, when President arguing that revenues, in the context of economic crisis, do not allow their payment anymore.

According to authorities, cuts announced by the President and implemented by the government would have recovered in early 2011.

Boc government did not keep its promise to return to the previous salary level and phased out and deferred payment of budgetary salaries won by some in court . Government argued that the economic situation would not allow the return to the previous level of payment in state institutions.

President Bă sescu has not made a clear link between economic growth expected this year and the budget support for restoring salaries in administration.

President's speech was held before a parliament half empty. The opposition was not present, being what she called parliamentary strike.

At the beginning of his speech, President Băsescu "requested the opposition to return to parliament," that political decisions can be taken the next period with the participation of the entire legislative plenum..

"If we have a real guarantor of democracy in Romania, it is the parliament," said Băsescu.

Various Topics

In his speech, the president spoke on the themes of the most diversification of administrative reorganization, reducing the number of lawmakers, stage of judicial reform, infrastructure, energy independence of Romania, Bucharest’s accession to the Euro area and European tax treaty partnership with the United States.

There themes about that President Băsescu also further noted. Last appreciation of the speech he referred to what Băsescu called "the crisis could return to Europe in the second half of 2012".

The President thanked for several times PDL and UDMR MPs in the room "because they sacrificed image to promote the necessary legislation," but pointed out that Parliament has to adopt the Health Law, the administrative reorganization and the ratifying the Fiscal Governance Treaty.

Traian Băsescu concluded with the wish "Success in elections if we do not see before!"

Speech delivered an hour and a half. The president often deviated from the notes that came to parliament rostrum and addressed the audience free.

At one point, a group of several people on the balcony of Parliament called "resignation". The President stopped and tried to treat the moment with humor. Interruption lasted about one minute, the protesters were removed from the plenary hall.

Health Law comes back

One of the major social issues mentioned by President Traian Băsescu was health reform.

The President said that the first draft of the health law failed" because the debate was launched poorly."

"That does not mean that its principles are abandoned," said Băsescu.

President Băsescu urged a swift development and publication of clear versions of the minimum guaranteed package of medical services that an insured person should benefit.

"There are known the hesitations of the health minister to make public the minimum guaranteed package.

"Without it, health law may be a failure since the launch of public debate.

"Insured persons should be aware that the State guarantees the acute contributions " and regarding this "all health ministers were hesitant, "said Traian Băsescu.

Currently, it is unclear what medical services are reimbursed by Health Insurance Fund , and even if we know clearly about some services that should be granted based insurance - such as primary blood tests a year - in practice patients should pay many times if they want.
