President Traian Basescu appeals the government to issue an emergency ordinance through which to establish "a short or reasonable period" in which persons who want to adopt stray dogs and the non adopted animals in this period to be euthanized.

"I appeal the government, because the local authorities are tied-hands by the law in force, I appeal the government t issue an emergency ordinance through which to establish "a short or reasonable period" in which those who love animas to adopt them, to keep them in their yard, after which those who remain non adopted to be euthanized", stated Traian Basescu.

According to the president, stray dogs’ castration only extends the period until these animals will disappear – 12-15-18 years.

"Castration is a long-term period, which proved not at all successful", stated the president.

Traian Basescu also states that the result of the current legislation that vises the castration and caring of dogs failed.

"We must no longer wait until another child will die. We cannot place stray dogs upon people, upon children. I’m insulted by the demagogy related to dog lovers", also stated the president.

A new attack from a stray dog in the capital

A woman aged 63 was bitten by a stray dog, in the cross of 13th September Road with Drumul Sarii and will be transported at the University Hospital I Bucharest, according to the spokesman of the Inspectorate for Emergency situations Bucharest, Daniel Vasile.

A four year child died, Monday, after he was attacked by stray dogs, near Tei Park from Sector 2, Bucharest, and his six year brother was bitten by his leg, but he managed to run and announce his grandmother.

The child who died yesterday had hundreds of wounds, say the doctors, and now they expect the result from the laboratory to find what which was the attacker.

The case is instrumented by the Homicide Service and Crime Service from the capital, under the coordination of prosecutors of the Parquet near the Bucharest Court.

The four year child died because of the external bleeding

Only the child’s feet remained unbitten, specified the doctor who made the autopsy, Abdo Salem, drom the National Institute of Legal Medicine, according to the Radio Romania reporter, Cristina Grecu.

"The children presented on the whole surface of the body multiple wounds of various dimensions, starting a half of meter and up to 506 centimeters and determined massive loss of blood, which caused the death through external bleeding. They attacked him in the cervical region, exactly how animals strangled their capture", states doctor Abdo Salem.

One of the six dogs lifted from the field of a private property near Tei Park, where the incident took place, had blood on his mouth and is supposed to be the attacker.

The dog had been sterilized and belonged to a nongovernmental organization, Caleidoscop foundation, which adopted it in 2008.
