"Concordia 2019" military exercise: Romania, 7-13 October

About 500 soldiers from Romanian Ministries of Defense and Internal Affairs, Romanian Intelligence Service (SRI), Special Telecommunications Service and Protection and Guard Service (SPP) are to attend next week an extensive military exercise: "Concordia 2019", with the aim to reject the hostile actions specific to a hybrid war.
RRA Reporter Radu Dobriţoiu: The most important moment of the exercise is scheduled on October 9 in Miercurea-Ciuc.
Brigadier General Marian Botea, Chief of joint operations:Scenario of this event mainly foresees a cyberattack on a factory, that will produce an explosion with multiple victims, with chemical contamination and with all the relevant aspects related to the management of this incident, with participation of institutions, with responsibilities in the field, including of the Ministry of National Defense. We are talking about a command exercise, but also a field exercise. We have a combined operational level – terrestrial and aerial, and a tactical level. Around 500 military and civilians from over 25 structures and organizations attend.
RRA Reporter: Why does the exercise scenario include response to an attack specific to the hybrid war? Because it takes into account Russia's actions as a strategic actor in the region.
Brigadier General Marian Botea:We feel the pressure of Russian propaganda. We monitor it, we do not react, but we advise the target audiences that may be affected by this propaganda. We have to be prepared. We know how they acted in other countries in our area of responsibility. We are analyzing the way they took action and we want to be prepared to be able to respond, alongside the other institutions within the National Defense and Public Order System, to this whole spectrum of threats.
RRA Reporter: Opening of the exercise is scheduled for Monday, 7 October, at the 61st Mountain Troops Brigade "General Virgil Bădulescu".
Drills ends on October 13 and will take place in Bucharest, Câmpia Turzii, Bacău, Sfântu Gheorghe and Miercurea Ciuc.
