Mihai-Viorel Fifor was born on May 10, 1970.

In 1994 he graduated the Faculty of Letters and History of the Craiova University, with a Degree in Philosophy. A year later, he obtained his Master's Degree in "Romanian Literature", Craiova University, and starting with 2003, he is a PhD in Social Anthropology, Craiova University. With a Master’s Degree in Public Affairs Management at the National School of Political and Administrative Studies (2007), he also graduated the "Internal Affairs Management" at the National College of Internal Affairs, Police Academy "Al. I. Cuza" and "Security and Good Governance "at the National Defense College (both in 2009), according to the official website of the Romanian Chamber of Deputies.

He worked as: main scientific researcher, „C.S. Nicolăescu-Plopşor” Institute for Social Studies and Humanities, the Romanian Academy (1994-2001), director at the County Center for Preservation and Promotion of Traditional Culture, Dolj (2001-2005); manager at the Oltenia Museum in Craiova (2005-2009); Secretary of State at the Ministry of Internal Affairs (2009); manager at the Oltenia Museum in Craiova (2009-2012), Secretary of State at the Ministry of Internal Affairs (May-2012).

He was the President of the PSD Municipal Organization Craiova (2010-Dec. 2012). On May 18, 2012, Mihai Fifor was appointed as Secretary of State at the Ministry of Internal Affairs, by the decision of Prime Minister Victor Ponta, being dismissed on December 22, 2012.

In the legislative elections of December 9, 2012, he was elected Senator of Dolj (from PSD), in No.2 Uninominal College No. 17 Constituency. In the Senate, he was secretary of the Commission for Public Administration and Territorial Organization (20 Dec. 2012 - 4 Feb. 2015), member of the Special Committee of the Chamber of Deputies and Senate for Romania's Accession to the Schengen Area (since 18 July 2013), member of the Committee on Transport and Energy (since 4 February 2015) and member of the Commission for Defense, Public Order and National Security (October 2015 - Dec 2015).

In June 2015, Prime Minister Victor Ponta nominated Mihai Fifor to become the Minister of Transport. However, on July 15, President Klaus Iohannis rejected the Prime Minister's proposal, saying he did not have the expertise and managerial experience needed to coordinate the complex Transport portfolio.

On February 9, 2016, Senator Mihai Fifor was elected as President of the PSD National Council by unanimous vote.

In the parliamentary elections of December 11, 2016, he won a Senate mandate in Arad, also on the PSD lists. PSD Senator Mihai Fifor is Chairman of the Joint Parliamentary Committee investigating the organization of the 2009 elections and the presidential election, starting with May 11,2017, the day this Committee was founded.

He speaks French and English.
